NORTH KINGSTOWN—Rep. Julie Casimiro (Dist. 31-North Kingstown, Exeter) first learned about the Narragansett Bay Task Force’s mission after seeing a photo of North Kingstown Fire Department’s 37-foot emergency fire vessel responding to an incident on the Seekonk River. Now, she has introduced legislation that would give North Kingstown and other participating communities an annual state appropriation. “People in the community were questioning why it was happening and who was paying for it,” said Casimiro upon speaking with members of the task force. “[NBMTF] is a well-oiled machine and they provided me with great insight on how it all works. We discussed the cost of maintaining the vessels and training the various fire department personnel. I decided that each municipality protecting Narragansett Bay should get some relief for protecting our largest natural resource, as not all coastal communities do this. The task force is a partnership between a number of municipalities which operate marine response vessels on Narragansett Bay. Each city and town utilizes each other’s resources to respond quickly and effectively to hazards and incidents on the bay, such as boat fires or persons overboard. According to the legislation, North Kingstown would received approximately $10,000 annually for maintenance and equipment costs. Other nearby towns that would receive funding include East Greenwich and Narragansett. North Kingstown’s current vessel costs about $2,500 per annum for upkeep, said fire chief Scott Kettelle on Tuesday. In 2013, North Kingstown purchased its emergency response vessel at the behest of then fire chief Fenwick Gardiner, Jr. Kettelle said that there is a ‘definite need’ for North Kingstown to operate a fire vessel, especially with the traffic coming... “There are people in the Town of North Kingstown who question the need and value of the fire rescue vessel,” he said. “With the challenges that we have both in recreational boating in our waters, as well as marine traffic going into and out of the piers at Quonset Point, there is a definite need for a fire resecue vessel. The fire chief added that more than one response vessel is often necessary to handle an emergency on the bay. The additional state appropriation, if approved by the general assembly, would give North Kingstown access to training and other resources for the future. “We are not dealing with a high maintenance cost at this point, but as the boat ages, there could be higher costs,” said Ketelle. “Any funds that could be recouped we would utilized for the maintenance of the vessel that way. The bill is co-sponsored by Rep. Robert Craven (Dist. 31—North Kingstown), who has introduced another bill which would require that members of ‘local planning boards and commissions’ participate in two hours-worth of training on flood plain and sea level rise issues every two years.
