GREENWICH — Members of the Harbor Management Commission are exploring the possibility of applying the annual fee boaters pay to use moorings in Greenwich waters to slips in marinas and yacht clubs as well. The measure has been suggested as a way to generate revenue for projects in town harbors, said commission member Bernie Armstrong, who introduced the idea. “There’s a lot of things that need to get done,” Armstrong said. Armstrong estimated there are about 1,400 slips in town, spread out through public marinas and private yacht clubs. The fee boaters pay to use a mooring for the year is currently $75. If the rate remained the same, the move could generate approximately $105,000 in annual revenue. The commission currently collects about $60,000 a year on 800 registered moorings, Armstrong said at the commission’s October meeting. An example of a project that could be funded with the extra money is clearing old wreckage from harbor floors, Armstrong said. Although the debris is not in navigable channels, a number of boaters hit it every year, he said. It’s the commission’s job to manage the harbors, he said, and the additional revenue would help them tackle projects of that scale. “That’s what we have to identify, we have to identify all the benefits to our town if we did something like that,” Armstrong said. “If we ever get something like this approved, it might be something more like a usage fee. Harbormaster Ian Macmillan said the idea seems like a fair one, but recognized it could be a hot potato. “The vast majority of boaters using the waters in Greenwich use slips, and their owners don’t pay into the harbor management fees. ” Macmillan said. “Riverside Yacht Club has 166 slips and 110 moorings. Even there is a microcosm of what the town has going on. ”. He said if everyone keeping a boat in Greenwich paid the fee, it could be possible for the commission to consider reducing the price of the permit and lighten the load on the small number... “There’s 899 slips in the Mianus River alone, and none of them pay into the harbor management fee,” he said. Macmillan is not a voting member of the commission. “It’s an interesting idea that will raise all kinds of furor in the town, and I’m not sure that it honestly makes much sense,” said Frank Mazza, a member and former chairman of the commission. Mazza said if wreckage is left in the water, the town needs to hold whoever owned the boat accountable and make them pay for the cleanup process. On rare occasions in which identifying ownership wasn’t possible, the town would have to absorb the cost, he said. The town doesn’t spend very much on its waters, he said, so adding an extra municipal fee isn’t necessary. “I think it’s relatively unfair to people,” Mazza said.

As ms Zaandam approached the cruise ship dock in Ketchikan Alaska it passed the MV TAKU. One of the ferries utilized on the Alaska Marine Highway. MV TAKU: M/V Taku is a Malaspina-class mainline vessel for the Alaska Marine Highway System. Designed by Philip F. Spaulding & Associates, constructed in 1963 by the Puget Sound Bridge & Dry Dock Company in Seattle, Washington, the MV Taku is named after Taku Glacier located southeast of Juneau, Alaska and has been in the ferry system for over forty years. In 1981, the Taku received a major refurbishment and has been in service steadily since although there is talk of retiring the vessel. As a mainline ferry, Taku serves the larger of the inside passage communities (such as Ketchikan, Petersburg, and Sitka), its route primarily stays between Ketchikan and Skagway in Southeast Alaska. The Taku has a capacity of 370.

Almost seven years in the building at Williamstown Naval Dockyard, and commissioned on April 30, 1981 to replace HMAS DIAMANTINA, as we've mentioned before, HMAS COOK was a mechanically troubled ship. Somewhat like New Zealand's Protector Class offshore patrol boats delivered from Williamstown by BAE Systems in 2009-10, COOK had trouble getting started, and spent most of her first two years after acceptance at Garden Island dockyard trying to get seaworthy. Supposed to break new ground in terms of hydrographic equipment, facilities and comfort, the first two phases of her survey program had to be abandoned or re-scheduled. Her engine bearings and gearbox were problematical, as was her starboard propellor shaft. We're not sure what HMAS COOK's survey record actually ever was.
