Lake Tahoe's legendary scenic beauty is witnessed annually by millions of visitors. While the lake's first sighting (in 1843) by a nonnative was made from a mountain peak, the lake's maritime history began a scant seven years later. Although most of the early steamers were designed for industrial use, the sight of a boat venturing out into the vast, deep blue expanse of Lake Tahoe attracted the attention of residents and visitors alike. After the inevitable decline of extractive industries, tourism became the main economic engine in Lake Tahoe. The steamer era and the evolution of wooden-boat racing are celebrated today by the romantic races of the two paddle wheelers and the annual Concours d'Elegance boat show.
In September, Phillips made the second of two two-week trips to the island nation off the east coast of Africa to help design ecotourism facilities for a recently created park—one that can only be reached by a three-hour motorized canoe trip... Makira Natural Park, created by the government of Madagascar in May 2012, covers 1,438 square miles in the northeastern corner of the country. As the largest swath of low- and medium-altitude rainforest on the island, it is home to 20 species of lemur, four of them critically endangered: the indri, the silky sifaka, the red-ruffed lemur and the black-and-white ruffed lemur. Under an agreement with the Madagascar government, the park is managed by the Wildlife Conservation Society, based at the Bronx Zoo in New York City. Last spring, Phillips got a call from a representative of the Forest Service International Programs in Washington, D. C. , telling him that his expertise was requested to help the society develop facilities to attract tourists to the park in the... The little-known international program, according to a Forest Service website, “promotes sustainable forest management and biodiversity conservation internationally. ” The agency works with overseas partners to manage resources, combat illegal logging, conserve threatened migratory species and address climate change. The trip, Phillips said, really opened his eyes to the extent of the program. “It’s all over the world,” he said. “It’s a huge breadth of things that we work on. ”. Phillips said technical expertise is traded both ways, as Forest Service employees learn from their partners as well as provide help. Phillips’ expertise is in design of recreational developments. The Makira park already has some bungalows and a bunkhouse as accommodations for tourists. Phillips said he was asked to lay out sites for more bungalows and for tent platforms, as well as to design trails and footbridges. He said the existing trails are steep and muddy. In June, Phillips traveled to the park with a Forest Service representative from Washington, D. C. , and an agency engineer from the Lake Tahoe, Calif. He said the trip was funded by the U. S. Agency for International Development. The team spent two weeks looking at the sites and meeting with park staff. They drafted plans while back in the United States, then returned in September to “ground truth” their ideas—that is, make sure that the plans made sense in reality. Phillips said park staff members who reviewed the plans were “overwhelmingly positive. “They really soaked up what we provided them,” he said. He said the Wildlife Conservation Society wants to continue using the area as a research facility while opening the park to more ecotourism, and the planning team’s goal is to keep the area as natural as possible. “It’s a very challenging environment to do things in,” he said. Phillips said that in addition to lemurs, the park contains iguanas, geckos and lots of species of birds. “There’s a variety of species that exist there that don’t exist anywhere else in the world,” he said. Phillips said he saw a couple of troops of silky sifaka lemurs, which are known for their acrobatics. “We saw them from camp, leaping from tree to tree,” he said. Phillips said attracting more tourists to the park will increase income for local residents, reducing their need and motivation to extract resources from the forest. He said local villagers are responsible for maintaining the park’s boundaries. He said the planning team reviewed the entire tourism experience, beginning with the boat ride up the river to the park. “It’s a chance to interact with and get to see the people, coming up to the park, and that’s a monetary benefit to the village,” he said. Phillips said he’s in the process of drawing up a master plan of park development. “We’ll give [the Wildlife Conservation Society] a complete package in the next month or so,” he said. “They’re going to work to realize that vision there, and maybe try to duplicate it in other areas of the park.
