GAS POWER PLANT PLANS: Entergy New Orleans has proposed building a $216 million natural gas-burning power plant in eastern New Orleans that will provide power during peak demand periods and post-storm repairs. It has asked the New Orleans City Council to approve its plans by January. A panel of experts will discuss the potential effects of this plant during a meeting from 6 p. m. to 8 p. m. Thursday in Cook Theatre at Dillard University, 2601 Gentilly Blvd. , in New Orleans. The meeting is being organized by the Deep South Center for Environmental Justice. The presentation will be repeated from 6 p. m. to 8 p. m.
